Fully Funded Scholarships for Pakistani Students — Types & Where to Find Them

Airplane wing above the clouds at sunset — fully funded scholarships and study abroad for Pakistani students

"Fully funded scholarship" is the most searched — and most faked — phrase in student life. Genuine fully funded awards do exist for Pakistani students every year, but they come from a small number of identifiable sources and follow strict official processes. This guide separates the real categories from the noise: what fully funded actually covers, where these scholarships are officially announced, who usually qualifies, and how to prepare before the next round opens.

What "fully funded" usually coversTuition fee, a monthly living stipend, and — in many international programmes — airfare, accommodation support and health insurance. Exact coverage differs by programme and is listed in its advertisement
Main genuine sourcesForeign governments (announced via HEC and embassies), Pakistani government/HEC programmes, universities' own funded places, and established international schemes
Typical levelsMost fully funded international awards are for MS and PhD; undergraduate fully funded places exist but are fewer and more competitive
Where announcedhec.gov.pk, official embassy and programme websites, and university websites — never only on social media

Category 1 — Government-to-government programmes

Foreign governments offer scholarship seats to Pakistan under bilateral arrangements. These are among the most valuable awards — commonly covering tuition, stipend, airfare and accommodation — and they reach students through official channels: many are advertised by HEC on its website, and some are run directly by the offering country's embassy or its official scholarship portal. Well-known examples that have repeatedly been open to Pakistani applicants include the Chinese Government Scholarship, Hungary's Stipendium Hungaricum, and Türkiye Burslari. Programmes open and close in cycles, and fields, levels and quotas change — always work from the current official announcement, not last year's blog post.

Category 2 — HEC and Pakistani government programmes

HEC funds scholars for study abroad under its own programmes and also administers many partner-country offers; inside Pakistan, federal and provincial schemes (including need-based support at public universities) fund students at home. Our HEC scholarships guide explains this system in detail.

Category 3 — University-funded places

Universities abroad fund graduate students directly — through research and teaching assistantships, tuition waivers and university scholarships, mostly at MS/PhD level — while Pakistani universities offer merit and need-based assistance of their own. These are found on each university's official admissions/funding pages. A university-funded place is a real route, but it starts with admission to that university: there is no central form and no shortcut.

Category 4 — Established international schemes and foundations

A number of long-running international programmes (for example, the Fulbright programme administered in Pakistan by USEFP, and Commonwealth scholarships administered through their official commissions) fund Pakistani students through their own published competitions. Their hallmark: a permanent official website, a public annual cycle, named selection stages — and no fee for "guaranteed selection", ever.

Eligibility patterns — what selectors usually look for

Across programmes, successful candidates typically share: a strong and consistent academic record; the qualification required for the level (bachelor's for MS, MS/MPhil for PhD); English proficiency where the programme teaches in English (some require a test score such as IELTS, others conduct their own assessment — the advertisement states which); and, for research degrees, a clear study/research proposal. Age limits and field restrictions vary by programme. None of this can be bought or arranged — which is exactly why anyone selling "confirmed fully funded seats" is lying.

Prepare now, before the next round opens

  1. Get a valid passport if you intend to apply abroad — many students lose a cycle waiting for one.
  2. Keep attested copies and clear scans of all transcripts and degrees, CNIC and photographs in one folder (physical and digital).
  3. Arrange two academic referees and draft your statement of purpose / study plan; refine it per programme.
  4. Build the English proficiency the programmes in your field usually demand, and sit the required test in good time if your target programmes ask for it.
  5. Follow the official channels above weekly — fully funded rounds are competitive and their windows are short.

Red flags of a fake scholarship ad: it exists only as a Facebook/WhatsApp post; it asks for a processing fee to a personal account; it wants your CNIC, passport or certificates over WhatsApp; it guarantees selection; or its "official website" is a free blog address. One genuine check protects you: if the opportunity is not on HEC's, an embassy's, the programme's or a university's official website, treat it as fake.

Source: Categories and announcement channels follow the Higher Education Commission (hec.gov.pk) and the official programme/embassy channels named in the article. Specific programmes open in cycles; their current eligibility and deadlines are only those in their latest official announcements.

Frequently Asked Questions

Are fully funded scholarships real, or mostly scams?

Both exist. Real fully funded awards are offered every year by foreign governments, HEC-administered programmes, universities and established international schemes — and they are always announced on official websites with a public process. The scams copy the same words but live only on social media and ask for money or documents through unofficial channels. The verification rule in this guide separates them in minutes.

Can I get a fully funded scholarship after intermediate (for a bachelor's abroad)?

Undergraduate fully funded places exist — some bilateral programmes and some universities offer them — but they are far fewer and more competitive than MS/PhD awards. Read each programme's announcement for the levels it covers in that cycle, and also consider strong local options with need-based support while you build your record.

Do I need IELTS for every international scholarship?

No. Requirements differ: some programmes require an English test score, some accept an English proficiency certificate from your university, and some test you within their own process. The advertisement of the specific programme states what it accepts — follow that, not general advice.

When do fully funded scholarships open?

Each programme has its own annual cycle, so openings are spread across the year. There is no single season; the winning habit is to keep documents ready (see the preparation list above) and check the official channels regularly. Pak Edu Point publishes each opening as it is announced.
